Cuba Denounces Irresponsible Attempts to Resort to Violence and Destabilisation Aimed at Perpetrating a Coup d'État in Venezuela

Statement by the Cuban Ministry of Foreign Affairs

On Sunday, July 28, 2024, the Venezuelan people expressed their will for Comrade Nicolás Maduro Moros to continue as their President and affirmed their commitment to defending the peace, independence, and self-determination of their Homeland.

In the face of imperialist harassment, external interference, media and political manipulation, and opportunistic attacks from oligarchies and their representatives, the Venezuelan people chose to uphold their overwhelming support for the option established by Commander Hugo Chávez Frías. This choice has endured despite threats and external aggression under the leadership of President Nicolás Maduro Moros, the United Socialist Party of Venezuela (PSUV), and its allied parties.

Recently, the Bolivarian and Chavista people have overcome the violence of paramilitary groups funded from abroad, which has caused mourning for many Venezuelan families, assassination attempts, armed incursions by mercenaries, and the imposition of an illegitimate president. They have resisted unilateral coercive measures, economic sabotage, and other actions aimed at undermining the established internal order.

We denounce the irresponsible promotion of a return to violence and destabilization, under the guise of not recognizing the official results of the electoral process, coordinated by international actors and sectors of the internal opposition, and in disregard of the Venezuelan State's powers. This effort seeks to instigate a coup against the legitimate government of the Bolivarian Republic of Venezuela.

To this end, the Permanent Council of the Organization of American States (OAS) convened to analyze the Venezuelan presidential elections, despite lacking the moral or legal authority to adjudicate matters that exclusively concern Venezuelans.

Given the OAS's long history of serving U.S. imperial interests, interfering in the internal affairs of sovereign States in our region, supporting and promoting coups d'état, military dictatorships, and repressive regimes supported by the United States, there are no grounds for analyzing Venezuela's internal electoral process.

The double standards of the discredited Secretary General, who was actively involved in the 2019 violence in Venezuela, supported a self-proclaimed president lacking popular election, and promoted the coup d'état in Bolivia that same year—cited as recent examples—sufficiently disqualify today's maneuver in Washington.

In an unprecedented and legally unfounded manner, the United States and some OAS members attempted to impose a resolution in the Permanent Council, urging the Venezuelan electoral authority to recount the votes cast on July 28 with international observation—a demand not made of any other country.

However, the principled stance of a group of nations prevented the approval of this interventionist document.

A major conflict in Venezuela, as some seem to encourage in opposition to the Proclamation of Latin America and the Caribbean as a Zone of Peace, would have unpredictable and highly negative consequences for the entire region. On July 14, 2017, Army General Raúl Castro Ruz warned: "Those who seek to overthrow the Bolivarian and Chavista Revolution through unconstitutional, violent, and coup-like means will bear a serious responsibility before history."

We reiterate Cuba's firm support and solidarity with the Bolivarian Government led by Comrade Nicolás Maduro Moros and the civic-military unity of the heroic Venezuelan people.
